the fan was designed to run at 100% so all will be well

No, the life span on your fan calculated when your fan is at max. So your fine. Hell most fans have well between 10000 and 50000 hours

it puts no additional stress at all on the fan they are designed to run at 100% it will kill it no quicker

First why is it at 100%? Manually set? System sensors dictate? Either way if greater cooling is achieved and greater cooling is achieved that trumps all and the question of will it wear fan out faster is no longer primary. Keeping the components cooler with in reason is likely more cost effective.
__________________On to fans and their mechanics. Yes faster spinning in theory could cause greater rate of failure vs slower. But also consider repeated starts and stops or even variations could cause greater stress. What is the circumstance that causes you to even ask this question?
