From looking at the information about your system there are two possible causes for your exceptionally low 3DMark06 score.
A: Poor performing drivers. Nvidia still have a few kinks to work out with their current Vista drivers but the 158.18 WHQL and 158.22 Beta offer pretty good performance. I suggest you update to one of them if you haven't already. B:Memory clock is too high. You have your DDR2 running at 933Mhz when its rated speed is 800Mhz. An overclock like this requires slackening of timeings and increased voltage and, to be truthful, I'm surprised your system isn't blue screening. I suggest that you enter your motherboard's BIOS and unlink the memory bus from the CPU and then try setting the memory clock a little more closer to 800Mhz.
