it is like increasing the Vcore it gives you more Headroom (it supply's more power to the Core and memory and allows for a higher Frequency to be acheived

and what about cooling? My temperature reads 60-90 degrees on my 6600 GT
(80+ usually if i am playing a game in windowed mode) would you recommend adding more volts to my card?

Perhaps another tenth of a volt or so, but not much more. I'm happy to add more to mine as I've got a Peltier on the GPU core and my core temperature doesn't even make it into the range that the card's on-board sensor can read (always reads 36 C with the Peltier on).

Just a simple way to add extra voltage to the card.

The card's core voltage is controlled by a voltage regulator. The voltage regular uses a closed feedback system where there's effectively a sensor that reads its output voltage and adjusts to keep it to a set level. To change the output voltage the resistance in that feedback loop needs to be adjusted; by laying some pencil lines (graphite) over the resistor you're lowering the resistance and causing the voltage regulator to output a slightly higher voltage.

so i have to ask, do all vid cards have this little hole in them that does this?? And if so, is it distinguishable by its voltage or something?? Or do manufacturers release blueprints with this info??

I highly doubt any manufacturer would release the design of their board to the public, but perhaps they release the design to manufacturers (ie: ATI releasing the design of their reference board to Sapphire).

Virtually all video cards will have some form of voltage regulator feeding the GPU core, so yes, most cards can have their core voltage raised. It may take some time to find out how though, but given enough patience and research you should be able to find the voltage regulator and by comparing its traces to a pinout you may do a voltage modification.
