ATI Tool for artifact scanning....Rivatuner for setting clocks and fan speed. It's always recommended to use the latest drivers.

No, new drivers aren't always better. Sometimes the optimizations they do to new drivers don't benefit your card at all, or fixes for newer cards slow the card down. If you find a driver that works, and runs fast on your computer, keep it around. Unless new drivers fix something, or actually optimize something for your specific card there really isnt a need to upgrade.

Newest drivers aren't always the best. You should probably try to look around for reviews of many of the drivers.
Best program? I think ATi tool works well for Nvidia cards also and that many people use that to OC their Nvidia cards too. Hope that helps

Some people have stability problems with new drivers or have worsened performance. Its all up to you really, but generally they are better. I use Rivatuner for the OC and ati tool for a stability test.

A rule I've heard in the past is to get the last drivers before your card's replacement is introduced, because it's at this point that they stop making optimizations for your card and focus on the new kid in town.

My favourite 7 series driver is 93.81. They're old, but they're great.
