It might be a part of nTune, nTune itself isn't bad like everyone says only it's auto-tuner. Long as you don't auto-tune its a decent program.

If you're able to boot from a USB drive then yes. You'll need to make the flash drive into a boot disc and make sure that it's formated as FAT as opposed to NTFS though.
Do try the other recomendaions first though as flashing is not the most convienient way. As you have to reflash the card with a BIOS that has lower clocks if your previous flash brings up artifects. At least doing it via software allows a user to change the clocks on the fly if they encounter glitches from clocking too high.

Also if you flash to high for it to work you could end up having to use another vid card, its not something to be playing with as your sole source of ocing your vid card. If you know what clocks you want it to run at then yeah its great. Not if you dont know what clocks you want it to run at.

Doesn't matter. If i recall install it, then open the nVidia panel from the icon in your task bar. (Might have to agree to some agreement you find in help or something like that.) Then you can access the clocks in one of the panels in that application.

Uninstall your video card driver and reinstall this could help although I've never experienced this and I run vista home 64.
