I have Direct X 9.0c installed already. What do you mean chipset drivers?

350 Might not be enough. If you can, take it back and find a 450- 500 watt.
That may be the problem.

You need to take out any other video card. Do you have on main board some integrated video card? If you have then swith it off in bios or with jumper. |

As soon as I saw the 4 bit screenshot many posts back, I assumed he has on-baord video and hasnt disabled it and/or uninstalled the drivers yet. I would recommend first uninstalling the on-board drivers. Then reboot, then power dowsn and install the new card. The bios probably has a setting of auto for the on-board. Leave to that and the board should automatically switch to the installed 8600GT at bootup.

I am on a fresh install of Win XP Pro SP2, without the other card's drivers uninstalled. I have already removed the other card.

As long as it has a PCI-E x16 slot, the bios will allow you to disable or switch from the on-board video to a PCI-E card.

So why isn't this working?
