You have screen and integrated vga working.
If you used some overclocking program for 8600 set it back to default values and uninstall this program.
Then try to use pci card.

Edit:
Reset bios if you know how.
If nothing your 8600 is dead or something.
Cards with passive cooling need wind in case.

Edit:
You can do something like removing your pci card. Then start your computer and switch it off.Return pci card in slot and start your computer.

i have 512mb or ddr ram in my pc while the 8600gt has Gddr3 ram. Will this cause any conflict? I think the main problem is that i can't disable the onboard graphics. It should go to low resolution after i disable the graphics however, no matter what i do the graphics quality stays the same. Also, if i install older drivers it can't recognize the 8600gt but the most recent driver can recognize it but encounters code 10 error.

Find motherboard manual and see how to disable integrated vga chipset.
If motherboard have pci-e slot for card then you have way to disable on board gpu
Do you have agp or pci-e slot for gpu on motherboard?

I have Pcie x16 1.0
my asus motherboard is ASUS PTGD1-LA with onboard intel graphics
I uninstalled the onboard according to hp and it worked the first time. I think it might have shortcircuted when playing CoD4 because the card came in contact with a screw in the motherboard.

I can`t open this thumbnail.
It`s not enough to uninstall driver. You need to switch integrated card off or to replace option from integrated to pci-e in bios. Some old motherboards used to have jumper for integrated vga.

Here and here you have some motherboard specifications.
To switch integrated vga chipset off you need to go in bios and set integrated to pci-e in options. It`s not same on every motherboard so i can`t say where in bios you have option.

Edit:
When onboard vga is off you need to connect monitor cable to 8600gt.
If you switch off integrated vga you will have no conflict on 8600gt.To use nvidia driver in place of generic windows driver install nvidia driver.Download 175.16 driver from nvidia site and install him.

When i switch on pcie slot i get a blank screen. I tried this numerous times and the same thing still happened. The funny thing is the card worked the first time for a hour or so then when playing cod4 i got some red streaks on the screen and the monitor went into power saving mode.

It`s possible that you have conflict in bios, irq or acpi on motherboard.
This is why i writed to you that you need to reset bios or remove card and restart computer.
By the way i think you need to find new version of bios for your motherboard.
