I just tried the new WHQL NVIDIA drivers, the problem still exists.

In Nvidia control panel select 'manage custom resolutions' and create a custom res of 60hz.

When you go to windows display settings it will still say 59hz but if you go back to nvidia control panel you will see it says 1680 x 1050 @59.95Hz (60hz as reported by OS) current resolution. Might be as close as you can get it?
