Errr i had them at those settings and it was fine till my friend turned up my core clock and it started messing up. I dropped it back down but now it wont let me put it back at 648. Everytime i do and hit apply it puts it back to 530 which i think is lower than it started at in the first place. Everything else stays at what i set it. Can some help me

Thats weird. Try running furmark for a but at stock clocks and see if you are getting any artifacts just incase. But anyway, when you brought the card to the clocks I mentioned above, did you stress test it? It could be possible that it was not stable at those clocks in the first place. And one idea would be to reseat the card in the pcie slot. By the way, nice cooler on the card. I'm finally getting ready to install the d-tek fuzion gfx 2 waterblock on my card after 2 weeks delay from a few reasons. Anyway, good luck.

Intel Overclocker

Try downloading RivaTuner, and applying the same clocks with that.
It may make a difference (then again, it might not )

Yea the installation of evga precision could be corrupted. That happened to me once and all of the clocks would be messed up. Try reinstalling evga precision, or using rivatuner.
