Its still however reporting the wrong core frequency, unless I'm also somehow mistaken and the core runs on some strange strap as well

every program you specified only shows you the desired clocks
evga can show you the actual clocks ... so can rivatuner monitor. Check it out, it will show the exact same clocks as evga precision.
Shader clock runs in 54mhz straps .. core and memory doesn't have a specific strap (AFAIK) but you wont be able to oc it 1mhz at a time thats for sure.
