Well I've had this problem since last evening and stayed up till 4 am trying to figure it out. Still have the same problem and I'm getting very stressed about it.
Problem is W7 keeps installing its horrible drivers for my new graphics card (or at least I think it is). When I do a CSS video stress test I get a score of ~110 each time, which is really low for my 9800GTX+. I'm trying to install the new nvidia drivers but I can't. Every time I restart W7 automatically installs its new drivers for the 9800GTX, so I can't install mine. Ive tried the following: 1.Uninstall from device manager, boot up in safe mode and use driver cleaner, then restart and install nvidia drivers. --- This fails as every time I restart W7 keeps automatically installing its stupid drivers again. And i cant install my nvidia drivers unless I restart because it keeps saying "This system has not been modified" 2. Clean format...twice. 3.Manually deleting every nvidia file and registry key. This worked in the sense that W7 stopped installing 9800GTX+ driver, but instead automatically installed a "Standard VGA driver blah blah" so I get the same issue. Also a note when I ran 3D MArk 06 with these drivers I got a miserable 8700, which is lower than what I got with the HD 3870. Please help, I dont know what to do anymore I've tried so many things over the past 15+ hrs. Thanks

win7's drivers should never interfere with you installing your own.
__________________does nvidia give you an error? what do you mean you can't install them?

It's been a while since I messed with W7 but I had the same problem. I believe it's in the Windows Update thing. Start>Control Panel>System Maintenance>Turn Update On or Off>Uncheck the boxes for Auto Updates/Use Recommended Updates/Use Microsoft Update. I believe that's what I did to install the driver from NVIDIA and prevent the auto device driver update.
It's always a good idea to use NVIDIA drivers and not MS ones. Good luck.

If I DONT restart my computer after W7 installs its drivers, then my Nvidia drivers just wont install, saying that you have to restart to make changes from something else that was installed. Btw I just did unticked all the update stuff again and restarted, W7 still installed its stupid drivers again.

Safe Mode. Have you tried that?
Unistall the display drivers. Have the Nvidia one on your desktop. Reboot into Safe Mode. Install the new driver from there. Reboot into Windows.

A miserable 114 fps in CS:S video stress test. My friend got 290 last night on his 4870, and yesterday at noon my 3870 got the exact same scores I'm getting with my 9800GTX+ Dont know if it's important just thought i'd put it out there in case.

Man I wish I could remember what I did to fix the problem.... Must be getting old.
I posted a thread on the W7 forums with the situataion and when a good answer comes along I'll PM you with it. Hang in there. *Have you tried just installing over the top of the current one? Just trying to install the new driver on top of the old one? That's what I do. Only if I get that CP error do I pull out the Driver Sweeper.*
