so 1.3v would give me a little more overclocking till i get water cooling. Can i do the GPU volt mod without a multimeter? I know lame that i don't have one i was going to buy one but i was thinking a date was a better use of the money that i had for it and also more than what i had for the meter.

cheapest one you can buy will do fine...it just needs to read voltage and ohms..thats it.

I will see if i can come up with the money for one. BTW right now when i have my video card loaded and overclocked on stock volts the temp is 63c. Would it be best to wait till i get better cooling to do the 1.3v mod or will the stock cooler work for about 2 months till my B-day?

Are you talking about a ATI card? If so than this isn't what you want.
