The 9600GT is slightly behind the 8800GT, but not by much!

Go for the XFX from that list. As for your original question, the 8800GT is about 10-15% faster than the 9600GT on average so yes it is more powerful. Although, I'd question why you were buying those cards in the first place.
HD4850 512 - $209 This will outperform both by a large margin and is $40 cheaper.
