With that CPU and board its capable of the 3.6-3.8GHZ+ ballpark. Try raising NB voltage to 1.5, PLL to 1.6 and keep a sharp eye on RAM speed when you overclock further as you may be crashing due to your RAM. The RAM kit you have, it doesn't like to go much further than ~1066/1080 at 2.0V. Its teh same I used to run and it was bottlenecking my CPU OC so I changed to OCZ 1150 Reaper. If your RAM is going over, try reducing the divider, IE manually setting the RAM to lower than 1066 setting. Anyways try the above mentioned volt changes and see if that works out. GL!

Hm, if I'm trying to do this permanently, would raising the PLL that high be a good idea?

I haven't had any issues after holding that for a long time and the OC rigs I build for others. You can try 1.5v, but have had better stability with 1.6v
