That PSU should power the GPU but it could have been spiked or weakened or could just be crippled out of the box, it happens.

If you're positive the BIOS settings are all in check, you've reseated all your hardware, the 12v rail is below 11.9v and drops even further under load, different drivers didn't fix the issue either.........from a remote standpoint I'd say go for it. I'd get a good one with at least 30A on the 12v rail and one with over 80% efficiency

That link is broken. For under $200 bones I can recommend these:
http://www.newegg.com/Product/Produc...mushkin%20580w Not trying to seem biased towards Mushkin but from my great personal experience with these, purchased 8 of them over the last 6 months for different rigs and its an awesome PSU. Nice tidy modular braided cables, it has an included 8 pin pci-e cable should you ever need it and the PSU case is black chrome which looks really nice. It has 20A per rail but can combine up to 38A on a single 12v rail if required and it worked great with my 26A 8800 GTS 512 (pretty much like your 9800GTX) If the wattage isn't high enough, these are just as good: http://www.newegg.com/Product/Produc...82E16817812006
