Call and talk to tech support. Explain your problem and the solutions you tried. They will tell you if it qualifies for RMA. If the fan is failing completely I would say push for RMA.

Who knows, they may replace it with a newer series card as they don't make the 7 series anymore.

For your NB cooler, try the same thing for RMA. Probably depends on the age of the components though.
