Games running in slow motion at 60 FPS!

I think this is one for the Pros. I've noticed over the past couple of months that my GRID has been acting weird. It would run at normal speed, the speed up to about 300% for a second, then return to normal speed. I've tried everything I could to fix the problem, including an OS reinstall, but nothing would work.
BUT. One day I booted up the game and everything worked fine without a hitch. Since then the problem has been going away every week or so, and I have yet to find a root cause. This just recently happened with another racing game I have installed, Need for Speed Underground 2. A week ago, both GRID and NFSU2 were running great at normal speed. Then, out of nowhere, Need for Speed starts running at half the speed as usual while in game. I still get 60 FPS, and there are no graphical errors or artifacts, only the slowness of the gameplay. I wish I could take a video, but whenever I capture one using X-Fire the video plays back at normal speed and everything looks fine. So, I'm stumped. Here's a chronological list of things I tried to do to fix the problem: 1.I was using 182.50 when the problem started, so I upgraded to 186.18. 2.That didn't work, So I tried 185.85 3.When the problem was still there, I ran driver sweeper and CCleaner to get rid of all traces of my drivers, and then reinstalled 182.50. 4.Success!!! I boot into NFSU2 and GRID, and everything is working great with no speed related issues. 5.I started up F@H, and walked out of the room to take a shower. 6.I return to my PC 15 mins later, just as I had left it. I boot up both games, and what do you know, the problems are back. NOTHING had happened that could of possibly caused this. It doesn't happen in any other games, only my two racing games. I'm going to try an install another racing game and see if it only applies to that genre. (For god knows what reason) I've also previously tried a system restore, but hell why not try it again. I'm having a huge lan party with a ton of my friends later this week, and would hate to not be able to play some of my favorite games =/ UPDATE: I installed the 190.15 Xtreme-G drivers a week ago and that seemed to temporarily alleviate the problem, but after I restarted today it came back with full force, this time also affecting Team Fortress 2. While I have perfect latency, I would skip back and forth throughout the map to keep the same pace as other players, while in reality I WAS WALKING AND SHOOTING SLOWER THAN EVERYONE ELSE!!!! How in THE HELL can my damn drivers affect the timing of things??

i would also like to know this sometimes street fighter 4 does this and its runnin at 60fps

__________________Could it be a temperature issue? I only say that because you mentioned you took a shower and came back it it was having the issue again. Have you played with the Eye candy settings? I seem to remember both those games have a Motion Blur setting. See if turning it off or maybe turning the AA down helps at all. I know it's reporting 60FPS but is it possible the Program you're suing to display FPS is incorrect? Try loading another program to monitor FPS and see if it acts the same. Maybe try disabling VSync and see if the FPS goes up. If not it could be a compatibility issue with your FPS monitoring software. Try turning off the FPS monitoring software too. Hope you get it fixed. it'd be a real bummer to not be able to play at a lan for something like this.

I Do fold whenever I'm not gaming. Could this have worn down my card?
No, my temps are always below 65C I have tried turning down every setting and even running the games in their own safe modes, but the problem still exists. I used Xfire and FRAPS to monitor FPS, and have tried without these programs running. I've also tried every V Sync option possible. I also recently tried: Disabling Multi CPU cores in the BIOS System Restore to a time when the problem was gone Updating Windows Fully Could my card be going bad?

I agree with above. I'd try to get my hands on another video card to try it out.
__________________I really don't think you wore the video card out folding on it if the temps stayed in check but who knows? i'd try it with a different card and see if that helps. this is a very odd issue. If the issue persists on another card it could be the PCI-e slot or something else with the motherboard.

i think its the temp on my cpu thats causing the slow motion
my cpu was hitting 70c when i was in slow mo

This sounds like a CPU issue to me
check your CPU usage when this is open, leave taskmanager maximized when you playing a game, then tab out and check EDIT: Like the post 3 seconds above me, additionally, check your temps!

Sounds like the CPU might be throttling down while you're in-game, but the game doesn't detect/adjust for it. Just a guess. Like FreeRoller said, leave task manager open while gaming, but also open up CPU-Z, and see if the processor frequency is changing at all.
