No. Virtually all new PSUs have Active Power Form Correction (PFC). There is no 115/220 switch anymore.

The motherboard could have been shorting right on the PCI-E connector, essentially shorting the video card as well.

I would assume it was because the vast majority of the power was going: PSU --> 12V line --> six pin connector --> graphics card --> mobo--> case standoff. With my basic knowledge of electricity the standoffs gave an alternative, more direct way for the electricity to become "grounded".

I was thinking the same thing. There needs to be big bold letters on the front of every manual the motherboard comes with warning users to use standoffs.

When I was finally done compiling all the parts for my first build, I took my careful sweet ass time building it. Better safe then sorry. Glad I didn't overlook the stand-offs...
