What was the fix? The first thing he suggested you said you did and it didn't work.

Seems like I've opened up pandora's box guys. Okay.. where to start.. Well none of my games work, I've tried Far Cry 2, Crysis, L4D, Counterstrike Source, all either try to load, then crash to desktop or hard lock causing me to furiously mash my reset button. It even locks up when doing the Windows performance test.

Am I just not allowed to have SLI or something?

Not really sure what fixed it, but I ended up re-doing what Duckie suggested and removed and reinstalled both cards when I shut down for the final time and it worked... Maybe I didn't have the cards seated properly like I thought.

Fresh OS install maybe? Did you try reinstalling your games?

Well if you do have to reinstall your games, you can always save a backup of your user profile (assuming there is one) that way you wont lose any progress you've made. As for the OS reinstall.... that may be the only way to fix it.

I have sli enabled, but everytime I run a game, or windows does its performance test, or really anything graphical, it crashes and requires a hard reset.

Maybe try an older driver? 191.x have been kinda of sketchy for Nvidia.
