Yes, you need one for SLI with virtually all cards. You can SLI without one through the chipset but it will massively hurt performance.

you could use SLI without a sli bridge but you will get better performance with an SLi bridge

A SLI bridge is pretty much required -- some cards (such as the 8500GT) do not have an SLI connector, and are SLI'd via software instead of a bridge. Anything like an 9600GT etc will need a bridge for SLI to be ethical.
