For under $110, you can find either a GTS 250/9800 GTX+ or a GTX 260 216SP if you look hard enough; both are very excellent cards!

Simple as this:
If you want a new card, you will be happiest with a GTS250/9800GTX+ If you want a used card, you will be happiest with a GTX260 You noted the problem with your PSU. If you feel that you won't have enough power for a GTX260, then simply get a GTS250. A GTS250 is basically a 9800GTX+ using less power. It's all about happiness.
