Enabling Vsync usually clears up tearing.

How much wood could a wood chuck chuck if a wood chuck would overclock his wood to 5.8 GHz with 1.4vcore using liquid nitrogen and a copper pot?

Wow, I can't believe I didn't even ask if he'd gone through and fixed up his NV Control Panel...

@ OP: Do you know how to go in and optimize the NVIDIA Control Panel?

Tweak Guide. Open your control panel and have it open as you read through this tweak guide...get your control panel optimized and see if it clears up some problems for you.

Ok so i started looking into other things that might be causing the problem, and started to uninstall things that i didnt need, starting wih my bluetooth adapter. So after uninstalling the blue tooth driver i havent gotten the distorted colors or static.......so far.
So i'm hoping that this was all that was causing the problems. I'll post back if the problems return, thanks for all of your help!

I have been looking into the horizontal tearing, and from what i understand this is caused by too low of a monitor refresh rate in games.
I have riva tuner and somewhere i should be able to force a certain refresh rate.
Does anyone know how to do this? is there a guide i can follow?

Right click your desk top NVIDIA CONTROL PANEL>Change Resolution>Choose highest Hz available. Be sure and set the Control Panel to Advanced View up where is says View at the top of the window.
