If they put artwork on the back of the PCB it would cost more money, and retain heat.

well they used to be right side up=X
now computer case companies are making the cpu on top. you can still get cases that mount the gpu right side up. it is really easier to access the back panel now IMO

my friends GTX260 has a plastic shield with flames on the back on the back of the pcb (cause of the ram)

I would say economics. It is easier/cheaper for X company to buy cards and slap a HS on there and viola. It would limit the variability of one card if you defaced the back of the PCB.
just a guess. I have wondered this before, but never really thought on it. I personally think it is a bit silly to buy a GFX card based on its graphic.

Its a backplate, actually helps with heat dissipation. Its a older GTX 260. Not the 55nm one if im right.
