KDE is more "windows-like", and less likely to scare the noobs off.
That said, it's not difficult to get GNOME appearing like Windows with a bit of work, it just that none of the major distros go for that

KDE and Gnome are both too heavy for what OCNix is trying to be. We want this to be a fast-booting liveCD for stability testing, correct?
LXDE or Openbox. Maybe XFCE but I personally like Openbox the best.

XFCE isn't that much less resource intensive than GNOME. Openbox, definitely. Haven't used it much but I don't see the need to do anything else anyway.
