AFAIK, these fans are rated by CM as follows:

69 CFM @ 19 dba 1600 rpm

90 CFM @ 23 dba 2000 rpm

It's a steal for $3.99, but S&H for 2 is almost $7. I have a friend in the OC, I might have him pick up 2 for me from their store in Tustin.

No idea. The packaging on the one I saw (model number COOLER MASTER R4-L2R-20AC-GP) said 69.9 CFM/19 dba. I know that people are confused about these fans (see Newegg reviews). The best advice I can give is to email CM tech support and confirm, since you don't believe me.

Come on guys. These numbers are correct. I have test the one with 110cfm, and it showed 1900 at around 23-26 dba. It blowed a very much air. With this one, I believe it's true. By the way, you guys know any tools to test the cfm and dba? I'm going to try some testing these fans.

Packaging....

I do not think that they put out 90cfm but, I knew it was higher than 49.

you saw the non LED ones that are in the pvc packaging.
the led ones in the plastic sleeves have the 90 CFM @ 23 DBA.

Now I can get green LED ones for 4 bucks apiece, but since people said the static pressure is non-existant, it won't be good for the megahalems right? Guess i'll stick with my sflex for the sink and use these in my case.
