Yes, serial key doesn't matter, even if it's OEM. It will work for 32-bit or 64-bit, only significants is Basic/Home/Business/Ultimate, which you select during install. And as I said most install disks are the same and have options for all of those.

Yesterday I got an e-mail back from Microsoft about my order. They aren't going to give me an upgrade. An excerpt: "Please contact your PC manufacturer directly, VELOCITY MICRO, INC., for replacement media." I'll try to get in touch with VM and see if they can help me out.

I don't think that would have helped. The e-mail that I got back from Microsoft stated that the product key that I gave them was somehow linked to the manufacturer. It's a good thought, though!

Yeah it's going to be difficult for royalty OEMs (e.g. Dell, HP, etc.) since MS can give them unique COA numbers which correspond to both the manufacturer and the Windows version.

But for people who built their own rig and got 32-bit OEM from Newegg or whatever, then this is an easy way to get 64-bit media. If they ever manage to ship it.
