I've been searching for a while and can't seem to find the correct term too google what I'm looking for, so I guess I'll try to describe it.
__________________Anyways, on Vista when ever I put the PC to sleep/stand-by all my programs (i.e. MSN, uTorrent, etc) remain active because my CPU remains active. When ever I hit the sleep button, what it does is turn off my monitor and puts my speakers on mute. However, I can't seem to get Windows 7 to do the same thing when I hit sleep/stand-by on my remote. I've changed the power setting to "High Performance" and literally made sure I had the same settings as I did on Vista. I'm sure the bios don't change when I'm running Win 7 because it's set to S3 for both OS. When I hit sleep with Windows 7, it actually shuts off my GPU, CPU, etc and I would prefer it have my computer active while in stand-by. (I play this mmorpg, and would like to keep the account online cause their server gets full and I also use my MC to bore my to sleep . It's too much of a hassle to get off the bed walk back to the monitor just to turn it off.)

Sleep is supposed to turn your computer into a low power state for quick resume... NOT to leave apps running in the background...

I've been having a similar problem w/ my sig rig. When I put it to sleep in Vista, it works as it should. When I put it to sleep in Win7, something odd happens.
__________________It will go through its sleeping process, and then turn off all fans/lights/water pump and so forth, all is well... Then, anywhere from 15s to 1 minute later it will just, boot back up. I do not have this problem when I'm running Vista and put it to sleep. It's very odd! I've tried S1, S3, and S1-S3. Same results with all.

You're thinking of hibernation, where everything is suspended to the hard drive.

I have a simular issue with my laptop. In my case W7 will only put the computer in hibernate, it will not give the option for sleep.
My case is a little worse still because hibernate makes my laptop act screwy. For example my wireless card will not reconnect after hibernate.

Its known as hybrid sleep - its basically a speeded up version of hibernate. I find it annoying. Just disable hybrid sleep in the power options.
