Sounds as though something is hijacking explorer.exe.
I would as others have said recommend Windows7 RC. If you want to trouble shoot the issue grab Malwarebytes and hijackthis. Run malwarebytes first and follow the instructions. If the problem is still there run Hijackthis and FOLLOW THE INSTRUCTIONS. I don't mean to yell but you must be careful and do exactly as told when using Hijack this. The forum support is wonderful, take advantage of it.

I recently tried Windows 7 and got the exact same problem..
I tried a different mouse and huzzah! everything works fine now.. My old logitech mx-518 had a busted scroll wheel, im thinking it was holding down the scroll button or something. Thanks for your replies
