Don't pay attention to Microsoft ads... Windows 7 is exactly Vista with some more bugs and a bit slower and bigger.
I'm tried it on different PCs (notebooks and desktop) and it's exactly as Vista.
The Aero theme takes about 600 MB. If you don't use it, you can go with 1 GB of ram without problems. But if you start applications other the Notepad, you will need more ram, exactly like Vista.

There is a big difference between Windows 7 simply running and a Windows 7 useful. I installed it on an old 3GHz P4 notebook with 1GB of ram without problems, but when I tried to run on it Microsoft Office, it was unusable.

Check out my CPU-Z validation in my sig

it installed with no issued on 384 mb RAM. Biggest issue I have is the 1mb of onboard shared video RAM.
While not fast, it does work and I will probably be setting this up as a media file server

Why doesn't your friend just buy some more RAM on ebay for like $1?

Yeah, said perfectly. Sure, you probably could install it on a 256MB machine. You just wouldn't be able to use it.

You can, but you might not be able to run a program. I believe windows 7 need 240MB just to run.

256 megs of RAM? Windows 7?

HAHAHAHAHAHA um no

Ok, seriously? I guess one trick would be to borrow more RAM, do the install, strip Win7 down like crazy, and then remove the RAM.
