Yes dells cant oc and neither can hp's, in order to oc good you will have to build your own pc for it is the mobo that determines if a cpu can be oc'ed

where can i get a really cheap comp that has a mobo that allows overclocking, prefereable an AMD, most AMDs can be overclocked right
