I have a heatsink that's had some generic TIM on it for quite some time, alcohol didn't get any of it off, as it's almost like rubber now. I've scraped most of it off, but there's a residue left.

Heat works most times.. If you can get it hot enough to let it burn off (not open flam burn off) but more loosen up it's molecular bond between the TIM and the HS then you might be able to get a concentrated cleaning agent in the porous HS and get it cleaned.
A stiff bristle toothbrush with some cleaner also works wonders on `stained` porous materials.

I just read that you have a rubber heatsink.
Try heating the TIM, it should loosen it up. Going to sleep now...

Arctic Clean usually gets off anything I throw at it, and it's cheap as well (like $5 for the 2-bottle set (the actual cleaner, and the new-TIM-preparer-thingy (which prepares the CPU for new TIM (don't know if it actually works though, but it doesn't hurt to use it))).
Edit: Rubber heatsink? he means the TIM is so old it turned into a rubber-y substance.
