I've never taken ambient temps in accountability with cooling solutions. Why? Because, I didn't care lol. What do I use to find out my ambient temps in my rig, hardware and software wise?

Some fan controllers have a sensor on them. Motherboard sensors aren't really accurate considering that they're one the motherboard itself and is effected by motherboard temperature.
EDIT: I noticed: When my ambient is around 24C, I idle at 38C. Then I'm at 18C, I idle at 29-30C.

A thermometer in the room the PC is in works good for this. I have a digital one that sits on my desk that has a toggle between ambient and outdoor temp. Got it at Lowes IIRC.
I've never found software, or probes to be accurate.

Why is this mentioned so much when overclocking and stress testing. I always figured any computer in a room @ 75c or under is fine.

I actually have the digital thermometer to see the outside temp, it's just a bonus it reads ambient as well. Knowing the ambient temp is useful because you can see how far above the ambient your load temps are. The temperature delta in other words.

Ambient can refer to the temperature of the room, or the inside of the case, or outside temp. You should probably specify; I have even seen idle temps referred to as "ambient", which doesn't fit within the definition at all. Not to mention, idle temps generally occur below 50c; TjMax>50c can only be called "under 50c".
