Default Grounding - what to choose.

I have an electro static mat and wrist strap, but they don't tell you what to connect the alligator clip to.

Some people say to attach it to the case of the computer and leave the computer in the off position but still plugged into the wall.

Some say unplug it from the wall completely.

Also should I remove my mobo and components from the electro static mat before turning the power back on and testing my new additions?

I have no clue when it comes to ESD and when I google search electro static grounding most of the hits are on professional ESD floors.

Any help would be great here guys and thanks in advance.

Unplug the PSU from the wall and attach the clip to a metal part of the case.
No you don't have to remove the mobo.
