The Device Initialization Manager (DIM) module gets control at various times during BIOS
POST to initialize different BUSes. The following table describes the main checkpoints where
the DIM module is accessed.

2A
Initialize different buses and perform the following functions:
Reset, Detect, and Disable (function 0). Function 0 disables all device nodes, PCI devices,
and PnP ISA cards. It also assigns PCI bus numbers.
Static Device Initialization (function 1). Function 1 initializes all static devices that include
manual configured onboard peripherals, memory and I/O decode windows in PCI-PCI
bridges, and noncompliant PCI devices. Static resources are also reserved.
Boot Output Device Initialization (function 2). Function 2 searches for and initializes any
PnP, PCI, or AGP video devices.

It looks like the POST is freezing at this point..... meaning that when this bus is initialized, (AKA gets power) the board is shorting. Check your solders again.

I'm comtemplating ripping the slot out (seeing as it didnt work) & moving it to another.. I had a chat to a friend - he reckons @ boot the PC does its round of checks, gets to checking the PCI bus, checks slot#1: nope nothing - good, but then there is something in slot#2 - if slot#1 isnt there, how can there be something in slot#2? I least thats how he explained it to me (roughly).. so what he said makes sense, plus he's a really knowledgeable fellow & rekons theres a high chance of success - so I'm gonna move the slot

That doesnt make sense to me but ight. I could be wrong.

Edit:... the slot isnt physically there.... but putting a piece of plastic into the slot doesn't change what the mobo sees.

yeah I know, thats a question I asked him as well - cant remember what he said (it was midnight Friday we were discussing this )

forgot to add: before I move the slot, I will test with slot removed

dont forget: I was a dumb-ass & never tested the mobo prior to modding, so I could have been sent a DOA mobo
