Generally, from what I have seen on many other boards and cards. There is something missing. Usually missing resistors. Also may be missing capacitors.
__________________Dunno, there are many potential causes for this failure. I did not look into your codes, since I fully believe that you are missing vital circuitry. If this is there, and it is something else. More than likely it's the bios. Not recognizing there should be a card there in the first place. You could try a different bios, but we all know what can happen there.
