I don't think you'll need more than that 305W Dell PSU to run an 8600GT. Those Dell PSU's have a reputation for getting a lot of bang for the buck, and without overclocking, I think it will provide plenty of power for that system even with a GPU as high as 8600GT.
And $140 is a good price. Mine sold for $300 plus shipping on eBay without the monitor. Granted, that was with the added RAM and Pentium D, but still, like you said, the monitor is worth about $140, so good deal. Build one like me later, use the dell to do your research for it, lol.
