Really, PSUs are not that dangerous but yeah, frying a few thousand dollars worth of computer components isn't too fun. Also, if you do ever open the power supply (which I don't recommend) but if you must trim them, that is the proper place to do it. Again, there are high voltages and I'm not responsible for what you do. But that is the neatest, most effective way, next to trimming it at the connectors which is a more preferred method since it is safer and many people sleeve and redo connectors at the same time. Please note that you will need to buy new pins though. And they will need to be crimped as well.

I also highly recommend the soldering route. The problem with just twisting them is that you're not going to get near as much capacity for carrying current as you did before they were cut. So it won't hurt with just running a fan or two, but when you start stringing HDD and optical drives together, and they start to pull some amperage, you could *could* have a fire on your hands. Unlikely IMO, but still possible. You could also lose some hardware due to it not being able to receive enough wattage. Especially when modifying the power lines for your mobo and cpu and gpu, you'll want to be sure to solder, since those will draw a lot more power than any hard drives or fans will.
When you solder, you add the capacity for carrying lots of current back into the line, thus alleviating any problems you might have had by the simple twist. At the very least, wirenutting them would be a good solder alternative. Of course, with your goal of cleaning up the wiring, I'll bet you don't want to go that route.

yes.. but you will Create some resistance..(in Ohms) per wire.. about 100 ohms per wire. Not enough to cause any problems. Might take off 20 hours off the 100,000 hour before failure but who cares...
Yes it will work and look good as well. use some wire loom and shrink on top of the wire and it will look factory.

its best to cut the wires at a couple inch intervels, that way they dont make a giant bump in your wire. if you feel pro, open the psu and do it in their, then resleve the wires.
DONT OPEN PSU FOR ATLEAST 24 HOURS AFTER UNPLUGGING IT!

I finished this up about 2 - 3 weeks ago and I ended up going back and soldering the joints. I was pretty confident in my twisties to hold...but I found myself worried about leaving it to fold 24/7 when I wasn't home and finding a charbroiled mess where my house used to be.
