This is pretty much what you have to do except for a few things, after you type ipconfig, y
ou want to type the set of numbers next to where it says "default gateway" not ip address into your web browser, but do remember the last set of numbers next to "ip address" as you will need to add that to the private ip address section.

Edit : To the original topic, I highly suggest installing firefox, and the addon called torrent search bar. It has a drop down with a bunch of torrent sites, I would suggest that you use those sites at your own risk and for legal downloads only. As you probably do not want the MPAA knocking on your door.
