i'm going to format the C: drive but it says
"Windows cannot format this drive. Quit any disc utilities or other programs that are using this drive, and make sure no window is displaying the contents of this drive. Than try formatting again." any help because there aren't any windows open and nothing is being used by the C: drive |

If you are in windows, you can't format the system drive.

depends, are you trying to format the c: drive while windows is up and running? because if so, that would be your problem. you have to format it from a different running environment (i.e. windows is not running and you've booted from a cd or floppy)

Believe it or not, Windows cannot format the drive it is currently installed on and also using to run itself. When I am stuck in this situation, I pretend like I'm going to install Windows again by booting from the disc and using the installer to delete the partition, create a new one, and then format using the long format (not the Quick Erase or whatever it's called). And then I quit the installer as soon as it's done formatting and is just about 1-2 seconds away from copying files.
Either that, or you can find a formatting utility that you can make into a bootable media.

Yep. The way I see it, it prevents users from accidentally formatting the C: drive.
