Just refresh your desktop (It should go away because the file is already gone).

EDIT:Some times Windows for some reason keeps files on the desktop after it has been deleted It just need a refresh .

I had the same problem lol, I solved by fresh install but this might work for you.

1. Write down the path of the file that cannot be deleted.
2. access CMD Prompt
3. Right click it, and click "Run As Administrator".
4. Press CTRL+ALT+DEL, find "explorer.exe" under the Processes tab, and kill it. This will remove your taskbar, etc.
5. Open the path of the folder in the command prompt.
6. Type dir /x /a. This will show all files in the directory, including hidden ones.
7. There should be your undeletable folder listed, as well as a directory with your missing folder name plus random letters or numbers.
8. Type rd "insert thefoldername xxxxxx~x" /s - this will remove the directory, as well as any subdirectories it may contain.
9. Type CTRL+ALT+DEL again, click the "new task" button, and enter explorer.exe.
10. Your taskbar will come back up. Search out the directory, and your file should be history.

You were probably deleting this file while the power died or something. It was physically deleted from the drive, but right before it was supposed to be removed from the drive's file index, something stopped the process. The reason you can't delete it is because there isn't really anything at the location the index says it should be. This can most likely only happen if you have the write performance options enabled - they warn that funny stuff may happen if power is lost during an operation.

Usually, a CHKDSK (scan the drive the file is supposed to be on) finds this inconsistency and removes the file from the index.
