Ok my friend is paying this company $150 a month so that his website supposedly comes up on the first page of google. My questions are how do they decide? and what is it this company is doing that he or I cant do?

PageRank is how Google decides where your page goes, so that company will be using tricks (explained in those articles) to push your pagerank higher.
