You can spray your own clear with spray paint, it will work just fine. The clear will just not be anywhere near as strong and the powder clear.

Thank, but I can't take credit for those pics. I took them off a small powdercoating suppliers website to show the color.

I am more asking if I got a flat/matte and then spray clear coated it, would it A) Stick well and B) Would it give it a more glossy look?

As long as you prep the surface, it will stick fine. Just sand it with some 800 grit or so and you won't have any problems. Wet sanding would be best. If we are still thinking about the black chrome, that is a metallic and it may not do so well with sanding, adn you would just have to spray the clear and hope it sticks.

And depending on the clear, it will either be glossy or matte. If you spray a gloss clear, it will be gloss, even if the undercoat is flat. And if you put a gloss black down, and sprayed a flat clear, it would be flat.
