Could a suggest some form of drop out discouragement. Perhaps a $5 sign up fee and add that to the prizes? The drop out last time was bad

I think a lot of people may take offense to having to pay a registration fee; particularly the amateurs, a lot of whom have very limited funds available.
Probably one of the main reasons why there was such a high dropout rate last yeas is the very limited time frame. As mega stated, the longer duration of the contest and every completed build getting at least some appliques should result in a higher completion rate this time around.

No you can only do one.
If by more then one you are referring to starting off with a case mod and then starting over from scratch in the middle of the competition then that is allowed as long as you end up with one case mod.

The rules state "Only one project per contestant." We want to be fair to all contestants and allowing multiple projects per contestant would increase their chances of winning one or more prizes and thus there would not be a level paying field.
