I wanted some opinions as to what would make the fastest folding rig--CPU, RAM, MOBO, etc?
Say I wanted to build a PC exclusively for folding--what is the best set up for raw calculating speed....

Well I can tell you I have 3 rigs folding. 3000+ with a gig of ram, 3200+, 512mb, and the rig in my sig which has the team xtreem ram 2x1 gig sticks installed now and that seems to fold a lot quicker than the other 2. It could be the 1mb cache helping out. Just playing around and when the 3000+ is @ 2800mhz it will do a faster super pi 1m time than the opty in the same rig @ 2500mhz. So this is telling me that the folding seems to enjoy the extra cache and super pi enjoys the outright speed. Does this make sense?

my guess would be a high-cache, high bus speed OC. Something like an Opty 144 or 146 pushed to around 2.8GHz, with fast RAM.
Edit: I expect the Conroe will be a great folder, both because of its 4MB of cache, and because of its insane speed when it can do all its calculations using only the cache for memory.

The best processor for it would probably be a fx-60 or a opteron 180. Then for ram muskin redline or something that you can oc well. Then an ultra-d for your board. Its a lot of money to put into a folding only machine though.

a fx-60 or intel 955ex 2 gig ram fastest used by board and fastest amd or intel board like p5wd2 or a8n.
i can put out about 1000points with pc listed in specs at 4.2ghz and 400 with a 840 at 3.7ghz. i get 25,000,000 step wus with the 955

Thats just an overkill really, look it really depends on how much you are willing to spend. If you can offord dual core, go for it, you can run it twice at the same time (bad wording). So if you let us know, maybe we can help you more

Ram wont make a difference. The best would be a xeon dualcore or an opteron dualcore. The absolute best would be a p4 extreme edition dualcore since it as HT and you could run 4 cores, but that would be very expensive.
For cost to performance, the best would be, in my opionion, one of these two: Intel 805 (very cheap, dualcore 2.6ghz, 1MB L2) AMD XP2400-2600m or XP 2800-3200. If I made a folding farm, I'd get about 5 of those intel 805's with 256 sticks of cheap ram, oc the cpu and keep the ram stock.
