Without any proof it'd be hard just to ban someone from the server on someone's word alone. People could start posting STEAM Ids to ban because they don't like the person, etc.
I am not accusing you of it, but more proof would be nice so we can keep this person off the servers if they are indeed a hacker.

I would say if you think someone is hacking, you should go spec and record a demo of it. Then PM an admin and send it his way.

Then again I haven't played CSS in a long time and can't even remember if there's a record command in there or if I'm mixing it up with Quake3 commands.

I think I've seen you around in CS, but that is really, like said above no use here.

Also I'm pretty sure there are no 10 digit Steam ID's yet, there are still a LOT of 8 digits left.
