The Total War games have 2 parts, a "campaign map" that most closely reminds me of Civilization, only with better military functionality. And the "battle map" section which is unlike anything out there, you build armies and cities in the campaign map and you take those armies and conquer the world, you need to think about flanking and tactics because they really do help. A flanked enemy will be more likely to tuck tail and run (when the real casualities begin) just as an example.
To be honest it holds very little in common with AoE or WiC because they scope is so much bigger, and it only is connected with SC because of the amount of men/units who can be on the screen at once (into the thousands). There is no "base-building" time other than building up your cities which is just a matter of clicking what you want to be built there.
