Ok as you can see I have a high end graphics card good amount of ram so I should not be getting this problem at all.
__________________Soon as I connect to a server I have really low fps from 7 to 20 and takes about 20 seconds to get to 100 fps during play also when I am refreshing servers my fps seems to jolt and cannot scroll down the page until all servers are refreshed which takes twice as long because of the massive drop in fps. I have had this problem for some time now but it is starting to get on my nerves plus don’t think I had this problem when I first got my new computer.

Try compability mode for XP.
Also make sure you have the latest GPU drivers.

Sounds like it could be a low-memory problem. You sure both your sticks are functioning correctly?

Right click on "My computer" and click properties. It should tell you. If not, download cpu-z.
