I've got a fairly good computer and my CS 1.6 server loading time is great, but my CS source loading time is really slow. It always gets stuck at "Retrieving server info..." and for other people with worse computers than mine they connect faster. After I see sending client info though the lag is relieved.
My specs:

Windows XP Home
Asus P5K-SE
Intel Core 2 Duo E6750 @ 2.67GHz
Sapphire HD3870 512MB GDDR4
Kingston PC-5400 DDR2-667 (2x1GB)
320GB
500 PSU

That has to do with your internet or the server/ server's internet.

Generally, retreiving server info is also load time. All I can suggest is getting a RAID0 configuration.

My internet is good though, Rogers Cable...

Its probably a steam Problem

I have Quad RAID 0 and my loading jumps straight to that in about 1 seccond...then hangs there for another 7-10 secconds sometimes...

It's either your internet connection, the server, or Steam. See if it happens on other servers.
