Around 20 rounds fine, and then it started going down to 50, 60 fps.

try changing some video settings in options for css and see if that helps

Do you have any asian language installed on the computer? I know I did and it lagged the gameplay like crazy till I uninstalled it.

something might be running in the background you can't see like a anti virus scan that was scheduled to scan so it did not pop up telling you for example

You keep saying it happens in COD4 as well, but does it do it during the campaign or only online? If it does it in the campaign as well, then I highly doubt it would be internet related.
