Nothing is running in the background..I exit and nothings up. Online on CoD4, but I highly doubt it's my internet as it lags with 50 ping. I was just playing css, and it went from ~180fps to 50. And it stays at 50.

O hey i got something that will help, i made this a couple weeks ago,
Shouldve checked for a thread about it... http://www.overclock.net/overclock-n...rates-css.html Might be your video card??? Dunno, might want to set your graphics and everything to the lowest if this doesnt help.
